Description Group photo from a publication. The caption reads: " Speakers (in part) of "Reformers' Conclave," assembled in National Capital Dec., 1909, on invitation of International Reform Bureau, seconded by D C. W. T. U., and other bodies, in which 31 national organizations devoted wholly or in part to toal abstinence and prohibition cooperated in perfect harmony for a week in behalf of those and kindred reforms. Why not make it an annual council of war?"
