Description It was still very early in the morning as I made my way down to Independence Avenue. Trees were down all over and streets were impassable but I pulled up alongside the exit from the Belt Parkway off Exit 4. This shot shows how rough the water still was after the worst of the storm had taken its toll. (Photographer)
